In November of 1996 the voters passed Measure 29-29 with over a 60% majority forming the North County Recreation District. On July 1, 1997 NCRD came into existance. In the beginning we consisted of the Pool, a one room Fitness Center and a Teen Center that was open on the weekends. We were a Community Center that was the meeting place for a myriad of local organizations and TBCC offered classes in the old school building designed by renowned Portland architect A.E. Doyle originally built in 1920.

NCRD didn’t own anything back then. We were tenants in the building. The original tax base was intended to support the 3 existing programs and cover minor maintenance and upkeep to the building. We didn’t acquire ownership of the building until 2002.
